The State of Qatar and the Sultanate of Oman have signed a framework Memorandum of Understanding aimed at strengthening commercial and investment partnership and integration, as well as promoting exports between the two countries. The signing took place on the sidelines of the 24th session of the Qatar - Oman Joint Committee, held in Muscat on 10–11 December 2025.
The MoU was signed by His Excellency Ali bin Ahmed Al Kuwari, Minister of Finance, representing the Qatari side, and His Excellency Sultan bin Salim Al Habsi, Minister of Finance, representing the Omani side.
The agreement seeks to reinforce cooperation between the two parties in the fields of financing and credit facilities through the Buyers’ Credit Programme of Qatar Development Bank, supporting the implementation of projects listed within the Omani Ministry of Finance’s budget. It also enables the utilisation of Qatar’s capabilities in export, finance, and trade, thereby enhancing the competitiveness of Qatari exports and contributing to economic diversification in both countries.
His Excellency Minister Al Kuwari also witnessed the signing of a second Memorandum of Understanding between Qatar Development Bank and Oman’s Ministry of Commerce, Industry and Investment Promotion, which aims to boost trade exchange and facilitate the movement of exports between the two nations.
On this occasion, His Excellency the Minister of Finance underscored the significance and impact of the agreement, stating: “Cooperation between Qatar and Oman is founded on a shared vision to enhance economic integration. The signing of this Memorandum of Understanding marks a new step in the path of bilateral partnership, supporting the efforts of both countries towards a more diversified and sustainable economy.”
It is worth noting that the Qatar - Oman Joint Committee held its first meeting in Doha in April 1995 and has continued to convene alternately between the two countries, reinforcing the ongoing course of cooperation and joint coordination.
